A/C Is acting weird

so sometimes while driving ill turn the ac all the way up and it will blow kind of cold but it takes a while for fan to turn on...then once it is on the fan will stop for a short period of time then kick back on.....also if fan is blowing when i go to use on star from my screen it will stop until i am done using on star then kick back on again...

On my 2011 the climate control turned the blower down whenever I made a call or used OnStar. When the fan backs off are you using bluetooth in any manner? My 2011 couldn't stream over BT but maybe that's enough to get the fan to slow down?
