Parking Lights Remain ON (dim) when ignition is off - why?

My front Parking Lights remain ON (dim) as well as the license plate lights when the key is off. I had to remove the two 15 amp fuses from the Fuse Block under the hood to keep from draining the battery. I cannot seem to locate the Light Relay or I would try to replace that... Any help would be appreciated. This is on my 2009 Chevy Silverado 2500 HD Diesel.

Change the whole Light switch assembly.. FOG LIGHTS... MATTER...Click pic to enlarge
