bed rail protector -- cut-outs for stakes are closed off ???

My 2016 has these black bed rail protectors on them. But the cut-outs for the stakes on the middle and front are closed off. The rear holes near the tailgate is open.

 

Can I knock these out so I can have access to the stake holes?

Yes they can be cut out to reveal the other stake pockets. The rear ones are open as the provide a hand hold while using the bumper step.

I opened mine, so I could install my CB antenna in the right one. A utility knife should do the job, cut in the "outline" of the hole. When I did mine, I drilled a 1/2" hole in the middle of each one and used a hand router (with bearing on the end of the tip) to cut mine out by going to one of the hole edges and then following around the hole. I would suggest that if you do it with the hand router, only cut to the outline of the hole and trim it out with a utility knife.

I've cut those before no issue. I would suggest staying as close to the raised center as possible as the painted bed rail surface is rather close.
