A few questions.

I just got a yard plow truck and I had a few mechanical/electrical questions. 

 

What's is the rubber thingy ma Bob under the dash with Delphi on the side. Don't know how to search for it.

 

Having some electrical issues,. Mostly do to bad grounds.  I'm working through them but there seems to be an extra wire running from the engine bay to the instrument cluster plug.  It is jammed in with the smaller black ground wire.  Is this a common fix or something that's done?  If so what for.
