Headlight adjuster broken internally?

I just swapped up from HID to the T4L headlamps. The passenger side adjusts perfectly. The driver side is stuck. When I turn the adjuster to raise it, it make a revolution, sounds like it’s catching, but no movement. Any ideas?

Is the adjustment maxed out?

It's stuck all the way down it seems.

Did you try turning it the other way? What happened
