Voltage meter runs high up hill.

2007 GMC Sierra 1500 classic, notice a spike in my voltage going up hill to 16-17 and drops down below 14 when backing off the gas. Doesn't move when idle, jiggled wires and nothing moves. Took in to test battery, nothing wrong, tested alt, nothing wrong, even took off alt to test and passed 3 times. Don't want to wast money buying unneeded parts. Any suggestions?
