Battery draw-won’t start

Wife’s 2015 Yukon xl Denali won’t start. Brand new battery and starter with 125k on the clock. Metered the battery and it’s at 10.4 volts. Disconnected the positive terminal and used a test light to determine that there is a draw. Found the fuse #26 (info/airbag) on the passenger side caused the draw to clear. Anyone have any idea what this fuse controls and how I might find the problem? I appreciate it.

  Excuse my stupidity, I have a 2016 High Country with 6.5’ bed. I want to pick up 1/2 CD wood which might be 1000-1500lb. Can the truck handle that?
