Strange stalling/restart problem 94 TBI

My son's 94 Silverado 5.7 TBI  runs ok in general, a little rough at times but will occasionally stall when idling. Will not turn over at all, the starter will not engage, sometimes for about 20 mins then will start up and run again.  I haven't spent any time on it myself yet but would like a few suggestions where to start (no pun intended).  Don't tell me fuel pump, fuel filter, plug wires, cap and rotor, battery(new).....the starter(new) will not engage until it sits for a while, no click, no nothing.  Yes, he has worked the shifter around in park and neutral so it doesn't appear to be the selector or ignition switch.

Does the ECM have control over the starter solenoid in any way?

I think he was getting a TAC signal loss some time back but that shouldn't stop the starter from turning, yes?

Not consistent but seems to happen most often after running on freeway for 1/2 hr but not always, it is random.

I'm puzzled...

Ideas?

Could be a fusable link failing, follow the power feeds leaving the starter that run to ignition switch and fuse box

So after warming up, cut it off, then it won’t start? Or does it cut off on you while running on the interstate?

It's random. It'll run rough sometimes then be OK. Then on city streets it will sometimes just die. The biggest problem is not being able to turn it over to try to restart it. It's died in the drive-thru and he's had to push it out a couple times. I don't know if it loses all electrical or just the start-run circuits until it sits for a while. I had similar problems with my F150 dying on me (could always turn it over tho, can't with this one) and it was the TFT pickup in the distributor going out.

It's my sons truck so this is 2nd hand info.

I'll have time to look it over this weekend.
