Flashing Dash and Exterior Lights

I just bought a 99 Silverado base. Previous owner put a whole bunch of locks on the car which makes me wonder if he messed with the security system on the car. Unless it’s a stock system but i’m not sure. There is a red light on driver side by windshield that always flashes. The dash flashes and clicks on startup. Then it will stop. If you turn on the dome lights the dash starts flashing and clicking and all the exterior lights flash.

What is the red light in?its own ,add on box?

Sounds like some jacked up wiring from a knowitall butcher. I've got some similar issues with my 91 after I repoed it from my bil.
