#3 Cylinder not firing

I have a 94 GMC Sierra C1500 with a 4.3L TDI that I just did a motor swap on. Everything is running ok with the exception of cylinder 3 not firing. I get spark but replaced the plugs and wires anyway and I also get good compression. I have quadruple checked the vacuum lines to make sure they are all correct and I cleaned the injectors. The truck fires right up, but I am at a loss as to why #3 will not fire.

You think it's worth pulling off the valve cover on that side, check for rocker arm movement
