Wipers only work on high

Hello,

 

Running into a wierd issue, my windshield wipers will only work on the highest setting, also, my cruise control no longer works and my horn stopped working as well. Any thoughts?

I don't remember if the wiper control module on that generation of GMs was bad or not, but on the 98 I had, the control module box would come unsealed, allowing moisture in.  Remedy was to open it up, clean the solder joints and resolder.

 

Cruise control could be due to bad brake switch, blown fuse (if the cigarette lighter doesn't work also, it's the fuse as they are on the same fuse)

 

Horn...no clue

 

Of course, they could all be due to a bad ground also.
