I Get 11.5V on Remote lead when not hooked to Amp

Can Anyone help me out with this

Amp is a Kicker 150.4 installing in 03 gm reg cab sierra (no Bose)

I have just hooked up the ground, power and remote to the amp and the led is red not green. I tested the volts and they are 11.5V on the power wire and 11.5V on the remote turn on lead when they are not hooked to the amp. Then when i hook them to the amp and turn on the key the go down to 4.5V on both.

 

Could you tell me where exactly you hooked the remote too. I hooked up an amp tonight and i tried hooking it up to the little place under the dash that has that black cover on it. i tried several different terminals and i could get 11.5V when the key was on and the wire wasn't hooked to the amp. Then as soon as i hooked it up to the amp the Volts went down to 4.5V on the remote terminal and the Power wire. If you could help me out that would be great. Is it an amp problem....the amp is brand new. Or is it just where to hook up the remote wire, thanks so much!
