i have a 2014 silverado and the wipers cycle every time i start the truck.

Does your truck happen to have a "rain sensor" equipped?

Possible short between ignition wire and wiper motor wire.  Since it seems to only happen at start.

 

If you have (factory) remote start, see if it happens again with that.  If not, most likely a short between ignition/start wire and wiper motor wire.

I fixed this issue by replacing my fuse box, the wiper relay(s) inside were going bad.
