2017 not loading apps

My 17 silverado won't load any apps. I have the unlimited data hotspot and everytime I try it says there's an issue.  I've called onstar and they're no help. I apparently have full signal coming in but they don't know why it won't load. I've unhooked and hooked the battery. Anyone have this problem?  How'd you fix it?
