2013 Silverado repossessed - Any Electrical experts on the forum?

I purchased a 2013 Crew Cab 1500 LT 4x4 after being repossessed. The previous occupier sabotaged the truck and stole just about everything that wasn't nailed down. Aside from listing everything I need, there is some electrical work that was sabotaged prevents the truck from starting and I really could use your help on. The truck will not crank over or show any power with the key. Nor will the speedometer cluster work at all, as if it wasn't plugged in. However, there is power to the lights, radio, HVAC and the far left DIC buttons but just not the speedometer. What I've found so far is a what looks like pigtail(s) were simply cut out. I pulled the can bus(?) block out which looks like there are missing pigtails and there are these 5 wires with only the red one having a constant 12 volts that were cut. Any help would be greatly appreciated.

Buy a Tech-2 to help you get this thing pieced back together.  You'll also need a subscription to the shop manual for wiring diagrams at AllDataDIY.

 

The Tech-2 can do pass through programming via a laptop if necessary.

 

As the Tech-2 shows codes you can solve for them and move on to the next, provided you get power to the data link via the fuse that powers the cigar lighters.
