Cluster and radio lights are not working

2000 Silverado 4.8L cluster and radio lights aren't working. gauges work fine.

Had cluster repaired about 8 months ago. Replaced headlight switch 6 months ago.

 I've checked fuses and relays all ok. Assuming I checked the right ones

Do the tailights work? check that fuse and the 1 marked "panel". Use a test light
