What (whose) phone is it talking about; On Star phone or yours? I never subscribed to it but it was installed on the vehicle, the robot voice came on a couple times but it shut up when I didn't answer. Maybe it's looking for your phone?

The 2G cell service those older vehicles ran on was sunsetted at the end of last year aka no more 2G service.

There should be a fuse in the underhood fuse block labeled INFO.  10 amp.  Try pulling that and see if it powers off the Onstar.  If that doesn't work, you will have to likely unplug the Onstar module directly.  The module is way up under the passenger side of the dash, behind the passenger airbag.  Service manual says to pull the top of the dash to access it the easiest way.
