Recoating Running Boards

Ive got some rough country steps that are starting to get a heavy coat of surface rust so i wanna sand em down and refinish them i was wondering what others have done for a process that's actually stuck well. I was gonna recoat with a spray can bedliner but i know nothing about em i heard it would be better to spray paint first because the liner doesn't stick to bare metal well. I dont paint very often so was wondering what i should use to treat the steel to prevent the rust from coming back as well as the proper primer i will need.
