So I want to install a utility sink in my basement. 
 

there is a 3” line running down through the basement concrete floor and up through the basement ceiling to service the upstairs bath area. On this line there is a clean out cap. Can a guy just splice a sanitary Tee into this line? Also there are pex lines running directly along the ceiling joists. Can a guy just Tee into those and bring them right down to the sink fittings?

would I need to add a aav right next to the sink or is that clean out 3” pipe vented already and would work?

 

house is fairly new if that matters. I.e. is code compliant to current laws and what not.

You will save a lot of stress and probably money by hiring a licensed plumber to hook up your sink.  I have the necessary tools and some experience but would still hire a plumber.   It may appear simple but a little leak can spoil your day and add hundreds of dollars to the cost of your project!  Even if you avoid having a leak, improper venting can surprise you later!

You probably can do what you say. I'm not signing off unless I actually saw your set up and distances. Better to vent your sink back to the stack. Everything you do needs to be done to all code requirements. If you should sell the house in the future, your add-ons might comeback to bite you in the butt and require a licensed plumber to bring into compliance.

 

Since you're having to ask, my concern is you might lack the experience needed to do at least part of the work. Freshwater part is easy. Stack work can be a pain sometimes
