2013 3500 Dually Tail lights and park lights wont shut off

The tail lights and tag lights and front parking lights won't turn off. I can get the fron tparking lights to go off if eith fuse 23 or 24 is pulled under the hood. The tail light, tag lights, and fender flare clearance lights stay on with every fuse pulled and will only go out if battery cables are disconnected. Is it the underhood fuse box?? I changed the rear distribution junction at the spare tire. No change. All stock lights. Just started this out of nowhere after the anti-theft went off a few days ago.  All help is appreciated.

I would inspect the wiring to the trailer plug carefully, corrosion may be inside the plug housing shorting the running lights to the brake power
