It's supposed to mean that if you judge someone by their worst qualities nobody is worth anything. It's all in the eyes of the beholder type stuff. I tried looking in a theaursus (SP?) but I came up empty. Edit: if it helps, a fastidious person would look at people like this. Man I'm drawing blanks.
