what is a headache rack? it looks to narrow to replace a tailgate, but I couldn't figure out anywhere else to put something with backup lights.....

The headache rack mounts on the pickup box directly behind the rear window, It is mainly to protect the rear window from thinks breaking it like when hauling a four-wheel or such. It is also designed usually to provide shade much like a window blind.

hence the "headache term" it protets things from coming into the back window and hitting you in the back of the head
