Why is my blower motor only workin on high?

On my 1996 silverado, I only have high speed on the blower motor. What would the likely culprit be? Is there a module that controls it, or is it controlled with the switch?

They are usually controlled by a plug in resistor of some sort. Should be near the blower under the glove box. Sorry I can't be more specific, I don't know much about that year model anymore
