Front lic plate mount

Should the 2007 Silverado 1500 come with a front plate lic mount? Mine did not have one on it...

I don't know about Geogia, but here in California, its required by law, I had to sign a thing saying it had the required bracket, and that I'd put a plate on it...

We do not have to have a front plate by law.. So maybe they don't sell them with them on here but it has the two bolt holes in the bumper for one.... I did not think of it till I saw one on this forum..
