ABS system problem

On my 1998 GMC Sierra K1500 - the ABS system makes a front end grinding noise if activated.

The braking system is fine and functional otherwise and the ABS system check light comes on , off at engine start to indicate ABS system test pass. But, When I brake on ice or slick road , the brakes act like ABS system is faulty and cannot operate or function according to road surface and just make brakes grind and brake pedal pops as front wheels are trying to slow down. The front wheels don't lock up but braking is unstable and brake pedal feels like when engine if off and power brakes are lost. Brake fluid /master cylinder is fine and only time it occurs if the ABS system is trying to do it thing of not letting wheels skid. Is there something I can ckeck for as to why the ABS system does not seem to be correctly applying itself ??
