03 Burb Speedometer Problems

I have an 03 Suburban and the speedometer will work sometimes and sometimes it doesn't. When it does work the needle isn't a smooth movement it kinda jerks almost as if it is sticking. The Burb just went out of warranty and don't want to spend alot of money to have it fixed. Right now I am driving by the tach to guess what speeds it is going. Any suggestions or solutions?

IPC needs replaceing and new one needs to be reprgrammed
