What is the yellow "bumper" in the pic?

OK, in the continuing pursuit to find the "rattle" during acceleration on rough surfaces, I'm wondering if the torsion bars are not tight.  Please look at these pics and tell me what the yellow thing is.  I assume that it is a "bumper" to cushion the system when bottoming out. The first picture is looking front to back on the driver's side sitting in front of the truck.  The second picture is looking forward on the drivers side sitting behind the left, front tire.  The yellow bumper is touching as if it is bottomed out while just sitting in the driveway.  Both sides are the same.

Hutch,

I believe those "bumpers" are reffered to as "joust" bumpers.  Mine are resting on the lower "A" arms too.  And I put 4 turns into the drivers side torsion bar to level it from left to right!!!
