New Set Of Wheels

I recently bought a set of rims and tires from a friend of mine. They were on his '03 silverado Z71. The rears went on fine but when I got to the front they went on but wouldn't spin. The reason they wouldn't budge is that the brake calpiers were stopping them. I have a 07 silverado classic and Eagle Alloy series 137 16x8. I did a little bit of research on the calipers and his an mine are the same. Any ideas on what is going on here?

 

Other questions:

 

When I look for parts for my truck can I call it an '06? It was made on June of '06.

Would I be looking at spacers or am I just SOL?

Is it worth rigging?

I'm not sure if it's 04 or 5 that GM went to 17" wheels standard, but 16's won't fit because the rotors are 1" bigger and that moves the caliper out more.
