'02 Chevy 2500hd

I've got an '02 Chevy 2500HD.......that failed inspection today.

 

The 3rd brake light on the back of the cab does not work. Bulbs looked fine but still I put brand new ones in and nothing. I check and its not getting any voltage. The bed light works but not the brake lights.

 

I looked under the hood and driver's side dash but could not find a specific fuse that it is on. I checked many and found all to be solid.

 

What am I missing? Where is my power? Worst part is its my work truck with a rejection sticker on it.

There is a fuse in the left side of the dash. It should be labeled chmsl.

I looked last night.......no such fuse. I've checked fuses from brakes to signals to AC to everything.....even though not all apply buy still no power.
