4l60e Will Not Hold Low Gear

I've got a 2007 Silverado with 5.3 and 4L60E. Is it normal for the 4L60E to automatically shift into second when you manually select low on the column and want to hold that gear?

My 2003 will continue to shift up even if I have the selector in 1 after it hits a certain (much higher than normal) RPM.

yes, i think the only gear it will hold no matter what is second.

Yes its normal, 2nd gear is the only one that will hold it.
