Code 1516

I have a 2003 Chev Silvarado 6.0L with a code 1516. After driving for about 45 min ruduced power and check engine light with code 1516. I have replaced the actual pedal position sensor at the pedal, checked continuity on all wires from pedal connecter to TAC throttle angle control module and yellow from the throttle body to the TAC module. No low voltage situations and I have had the PCM re flashed from the dealer still the problem exists. Does anyone have any other ideas or experiences with this any information would be appreciated.
