Rust On Bumper

I have a 2003 Silverado with a stock rear bumper. I have some rust that has formed in spots on the underside of the passenger corner of the rear bumper (not visible unless you crawl under the truck). How can I remove this rust and what can I do to prevent its spread on the rest of the bumper?
