Fuel Filter Change

I have a 2005 Tahoe with a 5.3 liter engine. I would like to change the fuel filter, but I found out that it's in the fuel tank, not inline, along the frame rail. How do you change these filters, drop the tank? Seem like a lot of work...what were GM engineers thinking? I have about 25,000 miles, how often does Chevy recommend these be changed? Does anyone have any information on this needed maintenance procedure? Thanks!

That truck does have a fuel filter on it. It's located on the inner drivers side frame rail where it curves and sits just above the torsion bar
