Seatbelt Lock Up

The driver's seatbelt locks up when I drive over a bump or put my foot on the brake as I am driving. This is a REAL safety issue. I have had the seatbelt replaced TWICE at the dealership, but the problem persists. I believe there is some problem with an internal sensor as the belt locks up going over bumps. Can any one shed some light on this problem?

OK I'm stupid. How is this a safety issue? I can see how it is inconvenient, but a safety issue, I just can't see.

 

 

When the seatbelt locks up, it restricts me from seeing oncoming traffic at an intersection and while I'm driving over a bump, the belt chokes me so this is a distraction from my driving. This belt doesn't release immediately after it locks up. The belt will finally release after I pull on it 5 - 10 times. I drove an Envoy for 3 years and never had this problem. I want to wear my seatbelt as it is the law where I live, but I'm convinced I'm going to have an accident one of these days because of this seatbelt.

Ahhh. I see. With mine, it will lock, but when you let it retract at all, it will release.

So is there some other mechanism controlling the seatbelt that can be replaced/repaired? The GMC service department here hasbasically has said there is nothing more they can do other than replace the seatbelt. Unfortunately, I don't have a great deal of confidence in this service department, but the other GMC dealer is a 45 minute drive away. If there is nothing more that can be done about this seatbelt, I'll have to trade this vehicle in for another one with functioning seatbelts. I've only had this vehicle for 4 months.
