1992 Jimmy - No Instrument Panel Lights!

I just bought a '92 Jimmy from my dad who took very good care of it, the only problems recently are that the dash lights are out. He's blown fuses before, but in those cases the stereo was dead as well. The fuses are new, and the stereo works, but the dash lights do not - except when you hit the lock button on the remote. What's going on? And how hard is it going to be to rip into the instrument panel to look at the wiring?

 

And how would I go about fixing my power windows so that they slide better? As of now they barely move and I'm afraid they'll be stuck soon!
