2008 2500 Factory Electric Brake Controller

I have a new 2008 2500 HD Diesel with factory electric brake module. Had dealer connect auxilary 12v wire but my trailer brakes still do not work properly. Hooked an Older Suburban to trailer & everything works fine. When I read the voltage leaving the truck on the brake wire it is almost 0v. The gain is cranked up to 10. The message display center shows the gain = 10 but the output line underneath only shows dashes. I would assume that the output would show something % or Volts. Any help on this issue would be appreciated

Its not all connected. Under the hood you have to hook up the power wires. It's ridiculous that GM doesn't do this in "Dealer Prep" service.
