2500hd Ignition Accessory Reprogram

hi all, just joined up. i just bought a 2004 chevy 2500hd & this was the first place i came to when searching for an answer to my question.

 

as it is now, the radio & power windows don't work when the key is turned to the accessory position. i called a dealer & was told to look in the owner's manual to find out how to reprogram it. i looked & sure enough it says that the key can indeed be turned to the accessory position. that's about as informative as it got.

 

is anybody familiar with what i am talking about?
