Short- Dome Light Or Headlight Switch?

So, I can troubleshoot this myself, except I'm stuck at work and I want to quick fix this issue so I can get my truck reinspected before the shop closes for the weekend. My 83 C 10 has a problem where if you turn the Headlight switch all the way counterclockwise (which turns the dome light on), a fuse will blow, and the tail lights go off. Has anyone had a similar problem and did it turn out to be the headlight switch or the dome light?

Inspections generally don't included checking the dome light so you should be fine. The you can track down the problem. I'd be looking for a grounded wire.

But they do include tail lights, which is on the same fuse. That's what the problem is.

I take this sentence to mean as long as the headlight switch isn't rotated to turn the dome light on the fuse will remain intact. My point was, fix the fuse, get the truck inspected without turning on the dome light. Then you can track the problem down when you have time
