Fuel Pump Gone?

I own a 98 GMC 2500 C/R. It was about -20F outside. I went to start the engine and it had the normal fuel pump sound before turning key all the way on. However, it refused to fireup. I tried cycling the key again, but this time there was no pump sound. I went out 2 hours later and tried it and there was no pump sound at all. Does that mean the pump's gone? If so, where exactly is it located on this truck? Thanks.
