Poor Performance Until Engine Warm

I have had a problem that has completely stumped me on the '99 blazer, 4.3. The vehicle starts fine, no codes, replaced cap, rotor, wires, plugs, cleaned the egr valve.......

 

Unless you let the vehicle run for approximately 10 - 15 minutes to warm up, it will sputter, stumble, stagger and simply barely run until it gets warmed up.
