Trailer Brake Wiring

I am installing a prodigy brake controller in my 2011 Seirra and can not get it to work I have power to my controller and 12 volts comming out on the blue wire but at the back plug on the bumper it only has 2 volts. Is their a fuse I am missing or could there be something wrong with the factory wiring. I just took this out of my 07 seirra and wired it the exact same way except this time the 2011 ubec had the fuse in it from the factory. thanks in advance for any info!!

I have already read on that forum and didn't find anything. Mine is wired identical to the one on the link you posted. I removed it from my 07 and put it in my 11 but now it dosen't work.
