08 Suburban Fuse Block Shenanigans

Hi all, I'm the mostly happy owner of a 2008 Suburban. I've seen issues with cycling door locks, hard shifting, radio not working, engine not starting... all fixed (temporarily) by pressing down on the fuse block under the hood.

 

I've read that there are GMLAN issues related to harness shorts, but I think I've isolated this mess to just the under-hood, driver side, fuse block. The last time this happened (yesterday) I popped up the gray handles and tried to remove the block but I couldn't get it to fully release. I just clamped it back down and everything is working okay for now.

 

Any suggestions on next steps? Should I disassemble the fuse block (and what might be keeping it from fully lifting from its base?) Or, gasp, should I seek professional help.

My buddy has an 08 burban, and he has to have the fuse block changed. Apparently when he brought in in, it wasn't far away from catching fire :)
