Diagnosing a camshaft position sensor

What should the voltage be while cranking when checking the camshaft sensor? I am getting a varrying voltage of 13.5-3 volts. My haynes manual is very unclear. I think it said it should be 5 volts but the wording seemed to leave me to believe that any voltage present indicates a good sensor, so I am a little confused.

The cam sensor is a hall effect sensor. So voltage is off,on,off,on. When checking you should be turning the engine over by hand (breaker bar and socket on the end of crank shaft). That way you can bring it up to voltage on. And you can see what the voltage is. Should be battery voltage. Also you should disconnect the injectors and ign. voltage.

_{I disconnected the coil wire and cranked it by hand becasue of lack of help. I dont understand why my haynes manual said 5 volts then? I guess since it went to 13 it is ok. The fluctuating makes sense now if it is supposed to fluctuate between battery voltage and zero.}
