Wiring issue, rust, or me

I have an 08 GMC Sierra 1500 4x4 with the factory tow package. Shouldn't I have 12v to the trailer plug? I checked the post in the fuse box (under hood) and the red/black has 12 v on it. The tag says acc. trailer-battery. On the plug in back it has a tag that states red/blk-battery. I cannot get 12v at the plug. Am I missing something? I tried with the keys on/off, lights on, etc. My next step may be to remove the red/blk. from the post and attach it to the body/frame and do a continuty test to see if its broke. I ran out of time today so I thought I'd ask. I am putting a few leds in the box so I can see in there at night. My pickup has 53,000 miles and my dealer is telling me that the warranty is done either at 100k miles or 6-30-13. If it is broke/split/grounded, will the warranty cover it? I do not have the factory trailer brake controller option. Secondly, as I was trying to figure out the wiring, I noticed that the paint/powder coating around my trailer plug is bubbling. Again, warranty issue or remove it and paint it? Thanks for the help...

Did you connect the wiring under the hood? When I get on my pc I will post a pic. If you didn't connect then you will not have any power

if you have a red wire under the brake booster thats not connected thats the one you have to connect to get 12v to the rear trailer plug, it goes on one of those two posts on the fuse box under the hood

I have the one on the left post and the relay/fuse is in and it has the tag that says something like acc. trailer brake/battery . I don't have one on the right side. Does one go to the brake controller and another feed the rear plug? I'll run out and take a look when I get a couple of minutes.

Well, son of a gun. I found the red/blk under the brake booster. I guess I'll hook that up and finish. Thanks for the help.

If you didn't put a fuse in you will have to do that also
