body lift

my buddy gota 3 inch body lift doen at 4 wheel parts here in houston and i noticed in the front they had to weld  on the bracket  that moves the bumper up to the correct position. is this normal. i ve heard alot of you guys on here talk about doing the lift at home and i have never heard any of you mention having to weld the front bracket to the frame. the reason i ask is because i want to get the same lift,but i think it looks like crap since you can see the welded plates through the tow hook holes in the bumper valance. is there another way this could have been done ? i would think the  kit would just come with a bracket that could be bolted on? by the way, his truck is a 99 x-cab silverado. did they do a hack job on his truck?  or was this normal?

I have a 99 ext cab and did the lift at home with a little help from some better instructions from others on this site.  The lift I have is tthe 3" P.A. Body lift.  It came with new brackets that attached to where the old bumper bracket is and raises the bumper 3".  It just bolts into place.  What you may actually be seeing is the horns from the old mount.  I only slightyl cut mine and am planning on going back in and totally removing the loop part.  Some on this site have done that but you still see part of the old mounting system through the holes in the air dam.  I have been hoping to find a custom air dam to hide it a little better and still be able to keep the hooks in but have not found one.  I also cut my air dam to accomodate the hooks and it really doesn't look all that bad.
