Pace Edwards Jack Rabbit won't roll into canister

For those of you that have the Pace Edwards Jack Rabbit, has yours ever stopped rolling into the canister?

 

I'm thinking that the tension spring on the drum/canister might be worn out or wearing out. Is there a way to test it or to put more tension on it?

 

When I unlatch it, it won't roll back under its own tension like it did new. I have to give it a good push in order to get it to go back into the canister. Sometimes it won't even make it halfway when I push it. I've made sure there is nothing in the track to catch it and keep the rails clean.

The one I had was not called Jack Rabbit but it was the older unit from P-E. The spring on mine slipped on the internal rod, basically like a torsion spring garage door. I had to tighten the clamp/bolt/whatever that held the spring, unscrew the cover from the roller, rotate the roller by hand to wind the spring and screw the cover back on. Sorry I can't give details of how the spring was clamped but I don't remember.
