Cutting out Valace for Tow Hooks

Has anyone added on tow hooks to their truck with the black lower valance on? If truck does not come with tow hook the valance does not come with openings for the hooks. I want to install tow hooks on mine and I have heard you can cut and dremel out the openings for the hooks? Any info would be appreciated on how to do this? I might just buy an OEM valance from the dealership with the holes already in it new if this is not possible or going to be a pain in butt
