Foglights short?

Already so when I bought the van I noticed the foglights didnt work and the overhead switch lit up but no lights. Turns out fuse is blown, so I replace and as soon as I turn the switch with new fuse it blows and keeps doing so. What could be the problem? I believe its a short or wires possibly touching but thought it may be different since the foglights are those hid ones and not halogen light it normally used before.

Well I finally found some time today after class and found the culprit, it was two wires right before the passenger foglight and they were touching each other and the metal frame thus jumping fuse. Some electric tape and 10 minutes of work and they now work fine with no fuse problems. So if anyone else may have a similar issue check underneath front bumper and look at wiring.
