Your truck is absolutely normal to do that, they all do. Put it into perspective... recirculate hasn't been named that for long. Years ago it used to be named Max A/C. Do you suppose that you really need Max A/C when it's cold out? Your windows will fog up.

Checked with GM. They cannot change the temperature to be lower or remove the restriction completely. Oh well.
