Typically the fast flash is your indicator that you have a blown bulb. So the fact that you see the rear isn't working is probably the bulb.

When you take the tail light out to change the bulb, you are likely to find some corrosion on the connectors and or lamps. That was a problem with my 98.

so i popped out the the bulb from socket and if i look in the socket, there is a little orange/ rust like changes at the connector...just a little.

 

how is the best way to clean off corrosion deep in the socket

 

the wiring to the plug looked fine

I think aerosol battery terminal cleaner works good. I keep it on hand for batteries and such, made for this type of use IMO.

Spray some in the bulb connector, scrub with small brush or tooth brush wipe with rag and pencil eraser.
